Pipeline relining is part of the San Diego County Water Authority's Capital Improvement Program which was initiated in 1989 to plan and implement projects to meet the region's future water needs. Its intention is to address signs of deterioration detected in some sections of existing PCCP and potentially avoid pipe failures. Relining is estimated to extending the service life by 50 to 75 years.

 

EPC has successfully delivered multiple relining projects for the Water Authority. Projects have included the $23 million Pipeline 3 and 4 Black Mountain to Miramar Hill Reline, the $25 million Pipeline 4 Del Dios Highway to Black Mountain Vent Reline, the $14 million Pipeline 4 Paint Mountain to Del Dios Reline, the $20 million Pipeline 3 SR52 to Lake Murray Reline and the $19 million Pipeline 3 and 4 Miramar Hill to Scripps Ranch Reline which was awarded the 2013 Award of Excellence by the Construction Management Association of America.  In addition, EPC will be providing construction management services on the $25 million Pipeline 3 Sweetwater to Lower Otay Reline.

 

Relining work generally consists of the installation of collapsed welded steel liner inside of an existing prestressed concrete cylinder pipe (PCCP) and the installation of welded steel pipe at access portals.  Relining is a faster, more cost-effective alternative to cut and cover replacement of the entire pipeline and significantly reduces the impact of construction on local communities.  EPC has provided services including construction management, resident engineering, field inspection, scheduling, cost estimating, document control, change control, administrative support and preconstruction services on these projects.
