The Frederick Douglass Tunnel is the centerpiece of Amtrak's B&P Tunnel Replacement Program, one of the largest rail infrastructure investments in the United States. The project will replace the 150-year-old Baltimore & Potomac (B&P) Tunnel with two modern, high-capacity tunnel tubes, eliminating one of the Northeast Corridor's most significant rail bottlenecks while improving safety, reliability, and passenger capacity between Washington, D.C., and New Jersey.
In addition to the new tunnels, the program includes upgraded track, bridges, utility relocations, operational systems, and a new ADA-accessible West Baltimore MARC Station. Once complete, the Frederick Douglass Tunnel will support faster train speeds, increased service capacity, and improved long-term resilience along one of the nation's busiest passenger rail corridors.
EPC Consultants is providing oversight construction management services for the project, supporting construction coordination, contractor interface, schedule monitoring, safety compliance, and stakeholder coordination to help ensure the successful delivery of this transformational transportation infrastructure program.
