PIPELINE RELINING MULTIPLE PROJECTS, SAN DIEGO COUNTY WATER AUTHORITY

The San Diego County Water Authority is a regional wholesaler that provides water to more than 3.7 million people in and around San Diego County. The Water Authority’s pipeline relining program, budgeted for more than $780 million, was part of the Water Authority’s multi-billion dollar Capital Improvement Program intended to detect and repair deterioration in more than 80 miles of Prestressed Concrete Cylindrical Pipe (PCCP).

Relining has been identified as a faster, more cost-effective alternative to cut and cover replacement of the entire pipeline. In addition, it significantly reduces the impact of construction on local communities through which the aqueduct is routed. The general construction method involves lining the existing pre-stressed concrete cylindrical pipe (PCCP) with steel liner sections that are welded together. Pipe diameters range from 48 inches to 108 inches. This method is estimated to extending the service life of the aqueduct by 50 to 75 years.
